This was an electrical generation and steam plant built by the Pennsylvania Railroad to support their massive new station complex with electricity, and sell the excess heat to nearby office buildings. It was never fully utilized, and has been idled for forty years: Burning massive amounts of coal in the center city was never a good idea.
