Question Does web help to cafe / restaurants?

I'm going to open my own cafe. But place is... not the best and I'm going to make a website to attcact people. What is better? Just to show menu online or to make complete site with online ordering and a lot of custom pages? Difference in prices of these solutions you may see here:

Your advise?

It depends on what you plan to serve: is spam on the menu?
