Is it possible to build a 36" pompeii oven on a steel frame so i can move it from my garage to outdoors.

Yes. FB actually sells such a stand although it isn't mobile.

Anything is possible. All you need to do is to calculate the all up weight and have a reinforced steel 'chassis' or stand made preferably with 6 castors if you want to continually move it easily.
A metal fabricator will meake easy work of such an exercise.

Are you talking a brick or a FB cast refractory oven?
I built a 40" Pompeii and used around 130 full firebricks and 30 odd house bricks, multiply them bu 3-4kg each Plus the insulation (either board which I would suggest to keep the weight down) and the dome insulation (again I suggest the superwool thermal blanket).
This would total to about 700kg or around 1600 lbs.
If you use a cast FB oven, you will need to contact them for their weight but I would expect them to be at least half as they are much thinner but designed to do quite specific tasks. If you want to cook longer, then you must add extra weigh in thermal mass.
