Welcome, Brian.

There is no need to use refractory cement for the vermiculite concrete. Portland will do just fine for this insulating layer. It doesn't get that hot. Where you need refractories is for the mortar between your firebricks, that are directly exposed to the heat of the oven. There are several different ways of doing that: keep reading.
